Under the general direction of the Healthy Start MomCare Network, Inc. (HSMN) and the Florida Association of Healthy Start Coalitions (FAHSC) Chief Operations Officer, the Data Analyst will compile, analyze, and interpret data to ensure the Healthy Start and the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) programs, along with other state and federally funded programs, are in compliance with contract requirements, while identifying trends and addressing issues to optimize program efficiency.
The location for this position is the HSMN office at 2002 Old St. Augustine Rd. Suite E-45, Tallahassee FL, 32301 with opportunities for remote work.

DUTIES & RESPONSIBILITIES
- Reporting to state funder
- Maintain working knowledge of contract requirements for all state agreements.
- Assist in the generation of reports from the Healthy Start case management system as required for contractual compliance; monthly, quarterly, annually, and ad hoc.
- Maintain working knowledge of contract requirements for all state agreements.
- Reporting to federal funder
- Maintain working knowledge of grant requirements for the MIECHV program.
- Assist in the analysis of data and reports in the database for accuracy and reporting purposes.
- Maintain working knowledge of grant requirements for the MIECHV program.
- Healthy Start Coalition Earnings and Medicaid Claims
- Assist the Data Manager of State grants in preparing and analyzing data and earnings for reconciliation, payment statements, and tracking of all relevant information.
- Provide technical assistance and claim analyses as needed to our providers.
- Provider Contract Caps
- Assist the Data Manager of State grants in the preparation of data for the purposes of generating the Healthy Start Provider Contract Caps.
- Claims Quality Assurance Audits
- Assist the Data Manager of State grants in the analysis of claims payments, to ensure payments were appropriate.
- Quality Assurance (QA) and Continuous Quality Improvement (CQI) efforts.
- Research and analyze processes used in both state and federal data systems and determine statewide trends and potential missing or incomplete data.
- Perform other duties as assigned.
REQUIREMENTS
- Bachelor’s degree majoring in a relevant discipline (e.g., Mathematics, Economics, Statistics, Computer Science, or related field).
- At least one year of overall data analysis experience.
SKILLS:
- Strong critical thinking skills.
- Basic SQL skills, with the ability to perform efficient and effective querying involving multiple tables and subqueries.
- Advanced knowledge and experience with Microsoft Excel (VLOOKUP’s, pivot tables, functions, as examples) and Microsoft Word.
- Effective verbal, written, and interpersonal communication skills.
- Ability to organize independently and successfully assigned work priorities and activities and to complete tasks in a timely manner.
- Proficiency in virtual meeting platforms, such as Zoom and Microsoft Teams.
OTHER:
- Local and statewide travel is required to attend meetings.
- Must have a valid driver’s license, a safe driving record, have reliable transportation and carry your own car insurance; and
- Upon hiring, the candidate will be fingerprinted, and a background screening will be conducted.
