MomCare-SIS
The SOBRA (Sixth Omnibus
Budget Reconciliation Act) Choice Counseling Program
is one component of a special waiver authorized by
the federal government in June of
2001.
This
program, now known as MomCare was developed through a
partnership of the Florida Healthy Start Coalitions,
the Florida Department of Health, the Florida Agency
for Health Care Administration, and the U.S. Centers
for Medicare and Medicaid Services. The intent of
the program is to help women get into prenatal care
as early as possible to ensure positive outcomes for
both mother and child. In August 2001, the
Florida
Association of Healthy Start Coalitions, Inc.
designed, built and implemented a virtual web server-
based data and case management system that would
operate on a statewide basis as the primary tool for
the MomCare Program. The SOBRA Information System
was later established to manage the data received
weekly from the Medicaid fiscal agent and daily from
the MomCare users.

BASINET
BASINET (Baby Abstracting
System and Information NETwork) is a web-based
project management system for FIMR (Fetal Infant
Mortality Review) developed by the Florida
Association of Healthy Start Coalitions, Inc. in
partnership with GO BEYOND LLC.
BASINET contains specific case records,
documentation regarding maternal interviews on
pertinent cases, case deliberations and reviews,
specific and user-defined reports, DCF and Healthy
Start Risk Assessment Score requests, FIMR
recommendations, a directory of all FIMR projects in
the state and a medical terminology dictionary.
The Florida Association of Healthy Start
Coalitions, Inc. is working to fight infant mortality
in every way possible.
